The Rockbridge Regional Jail houses 140 inmates on average each day. It is was originally designed for 56 inmates, but can now has space for 94 if beds are bunked. The rest must sleep on mattresses on the floor. But these measures do not fix the basic problem — that the jail is too small for the amount of inmates — says Superintendent John Higgins. Higgins and Sergeant Kathy Painter described the problems that overcrowding causes in the jail.
