Second-hand smoke isn’t the only harmful byproduct of cigarettes.
Virginia Delegate Joseph D. Morrissey wants to see toxic cigarette butts included under the Virginia General Assembly’s definition of litter because the seemingly insignificant pieces of trash have a sizable impact on the environment. The Democrat representing the area just east of Richmond first introduced his bill last year, but it’s likely to be disregarded for the second legislative session in a row.
