The president addressed immigration a few days after a federal appeals court ordered another revision of the Deferred Action for Childhood Arrivals (DACA) policy.
The deal provides a fraction of the funds President Trump wanted to build a U.S.-Mexico barrier. He could divert more money with the national emergency declaration.
