The new city manager will have to prioritize a long list of capital projects including renovation of the city hall and the jail, and renovation of water and sewer facilities.
The proposed development plan would displace two nonprofits that serve the poor in Rockbridge County. The Rockbridge Area Relief Association and the Community Table have been located on the property for several years.
