Local businessman Gordon Barlow and a group of investors are finalizing plans for a new artisan and cultural center along Interstate 81 in Raphine. Barlow compared the $10-million AWASAW Artisan Center project to the Tamarack cultural center in Beckley, W. Va., which celebrated its 6 millionth customer last year.
