New voter ID laws address a specific kind of voter fraud—in person fraud. Washington and Lee University School of Law Professor Christopher Seaman is an expert on voter ID laws and voter fraud. He says in person fraud is not a large scale issue, but Virginia, Texas, and Pennsylvania, among others, have still set up laws to stop it from happening. These laws require every person to bring a form of identification with them to the polls despite how many times they have voted at that location. In Virginia, residents are given a voter registration card when they first register to vote that can be used as identification on Election Day.
